testing._TestPool$stream
(internal) Global gate on concurrently RUNNING leaf test bodies. A leaf acquires a slot BEFORE its body is spawned, so a gated test costs nothing — no VM thread, no watchdog timer — until a slot frees. One pool is shared by the whole run (threaded down through every nested testset), so the limit is a run-wide invariant rather than a per-testset one.
